Aquino to inaugurate 300-megawatt Davao Baseload Power Plant (Therma South Coal-fired Power Plant)

MANILA, Philippines - President Benigno Aquino III on Friday vowed to leave Mindanao in a better situation when he steps down in June.
"Rest assured, we will fulfill our promise to leave Mindanao in a better situation,” President Aquino said in his speech during the inauguration of the 300-megawatt Davao Base load Power Plant that the Aboitiz Power Corp. put up in Davao.
Aquino said the power plant is part of his administration’s commitment to transform Mindanao from the "land of promise" to the "land of promises fulfilled.”
The president also assured Mindanao residents of the government’s commitment to peace, and vowed that the administration will focus spending on infrastructure development “so that those who have historically been left behind are given a boost so that they can catch up.”
"I am certain that, if we continue working together — both public and private sector alike— we can truly give rise to a Mindanao that reaches its full potential, and prove, once more, that nothing is impossible to a united Filipino people,” he said.
Aquino thanked Aboitiz Power Corp. and Therma South Inc. ”for being an early believer in the potential of Mindanao.”"When this plant becomes fully operational, we can count on it to consistently produce 300 megawatts of base load power, which means that this capacity can be tapped into anytime, rain or shine, with very minor fluctuations,” he said.
Aquino said he is a believer in the development of renewable energy but the country cannot completely remove its dependence on coal.

The facility’s two 150-mw units, in Toril, Davao City, and Sta. Cruz, Davao del Sur, are expected to boost the baseload capacity of the Mindanao grid.

New baseload power plant will boost economy and help eliminate daily energy shortages in the Philippines.


The Philippine region of Mindanao faces power shortages on a daily basis. With no major power generation capacity added to the grid since 2007, economic growth in the region has been held back. Black & Veatch is supporting the development of a 300 megawatt (MW) circulating fluidized bed coal-fired plant that will deliver reliable and efficient power to communities in and around the city of Davao.
Hydropower accounts for more than half of the island’s generation capacity. Electricity output at these facilities is often affected by seasonal variations in water levels. The new 300 MW baseload power facility will provide a reliable complement to renewable generation.
Therma South Inc., a wholly-owned subsidiary of Aboitiz Power Corporation, selected Black & Veatch to help deliver the region’s largest power facility by mid-2015, Therma South Units 1 and 2.
Black & Veatch is the overall project and commissioning manager. Drawing on its long-established Asia-based execution and procurement centers, the Black & Veatch team is providing balance of plant (BOP) engineering,procurement, fuel handing, fire protection, offshore piping construction, site management and commission services.
Safety and efficiency remain at the forefront of the plant’s design. A screw-type ship unloader with a rated capacity of 1,500 tonnes per hour will also be built and commissioned by Black & Veatch to discharge coal at the plant and ensure smooth cargo operations.
Therma South will feature the country’s first coal dome, further tapping into Black & Veatch’s execution expertise. The fully enclosed but well-ventilated dome is designed to minimize surface area on which dust can settle for the safe storage of the plant’s coal supply. It is also built within the environmental requirements set by the Department of Environment and Natural Resources, Philippines.
“Black & Veatch is bringing an experienced, localized solution to deliver this major project on time. We are well on track to help relieve Mindanaoans of the debilitating effects of the current power crisis,” said Thomas J. Sliman, Jr., of Aboitiz Power Corp.
